3. Drugs and addiction
The issue is addressed here in its widest acceptation: drug use can affect people in every social class and at every age, through a variety of substances. Drugs are understood here as legal or illegal psychotropic substances the use of which carries risks and is liable to result in dependence on the product taken. Drug-taking comes in various forms, sometimes ad hoc, recreational or experimental; sometimes abusive or harmful to the person and their close circle. Their individual or collective use may be associated with public order disturbances or lead to a feeling of insecurity within the public.
